Ethics - One of the more common directives of many of the Utopian States concerns Ethics. A person cannot be punished as long as his ethics are in. It is up to the individual citizen to keep his ethics in. A merit/demerit system monitors a persons ethics. If a person gets a demerit he can do something meritorious to offset the demerit.
